Here’s the honest part: a cool roof makes the biggest difference when the insulation is on the roof deck, as it is on most commercial low-slope buildings. On a house with insulation on the attic floor and a vented attic, the roof deck gets hot, but most of that heat is dumped into the attic air and vented out. The ceiling insulation is what protects the living space. So a cool roof on a typical Florida shingle house can help, but not as much as on a flat commercial building with deck insulation. That’s not a sales pitch; it’s physics.
What I would actually do: I’d measure the surface temperature of your current roof with an infrared thermometer before recommending anything. If your dark roof is already weathered and gray, it’s reflecting more than you think, and you may get more savings from upgrading insulation than from a new cool roof. If your roof is sound but black, a white coating can be a reasonable retrofit—but only on areas that are structurally good.
Cool roof installation Florida: permits, licences, and real work
Every roof replacement in Florida gets a permit from the local building department and has to pass an inspection. If a contractor says you don’t need a permit, walk away. An unpermitted roof can sideline an insurance claim and cause headaches when you sell the house. Also double-check the contractor’s license on the DBPR roll. A certified roofing contractor’s license starts with CCC and covers the whole state. A registered contractor’s license starts with RC and only covers the local jurisdiction where it was issued. For a cool roof installation, the actual work goes beyond laying down a white membrane. On a low-slope commercial roof, you need the right insulation thickness, taped seams, proper flashing at perimeters and penetrations, and a clean surface for adhesives or fasteners. On a residential roof, a light-colored asphalt shingle or tile goes over underlayment and proper deck attachment. The “cool” part is the surface, not the structure. So don’t pay extra for a “cool roof system” that’s simply a lighter color without checking whether it meets reflectance requirements.
Florida roof insulation code: the deck versus the ceiling
The state’s building code sets minimum R-values for insulation based on climate zone. But where that insulation sits changes the roof’s role. In commercial low-slope roofing, insulation sits on the roof deck, directly under the membrane. That means the roofing material itself has to do alot of work—reflectance keeps heat from entering the insulation in the first place. In most Florida single-family homes, insulation sits on the attic floor above the ceiling drywall. The roof deck, rafters, and attic are all unconditioned space. What I would actually do: Before you spend on a metal roof with a built-in radiant barrier, check where your attic insulation is. If it’s already R-value code on the attic floor, adding foil with an air gap under the metal might save you a bit. If your attic insulation is thin, spend your money there first. That’s true even for commercial flat roofs—denser insulation at the deck is often a better investment than a pricier membrane.

Metal roofing gets talked up like it’s the ultimate energy saver, but the savings come from three different things that often get mixed together. First, the color of the metal—light colors reflect sunlight. Second, a radiant barrier—that’s a foil layer under the metal that blocks thermal radiation from heating the attic. For the foil to work, it needs an air gap. When installers lay foil directly on the deck and put metal over it, the foil becomes a conductor, not a barrier. Third, metal roofs are often paired with rigid foam insulation above the deck in a commercial low-slope assembly. That foam gives you R-value, not reflectance.
On a house, an energy efficient metal roof should be light-colored, installed over a vented attic, and if you add foil, make sure there’s an air gap. Tile roofs work differently: their mass delays heat flow into the afternoon, which can shift your cooling load to a less expensive time if you’re on time-of-use electric rates. But tile costs more and needs extra framing. Asphalt shingles come in “cool” colors that meet reflectance standards, but a dark shingle will always be worse than a light one. The point is to ask what each product is actually doing—reflecting, ventilating, or insulating.
Will a new roof lower my energy bills in Florida? Here’s the honest math
No contractor can guarantee a dollar amount. Savings depend on your house’s insulation location, ductwork condition, AC efficiency, and shade. But you can think about it this way: a new roof helps reduce heat gain in two ways—surface reflectance and the option to add insulation during the replacement. If your current roof is dark and your deck insulation is thin or missing, a new roof can cut a meaningful slice of your cooling cost. If you already have attic insulation at code minimum and a light-colored roof, a new roof probably won’t move your bill much.
What can move it? Air sealing ductwork and ceiling penetrations, adding attic insulation beyond code, and installing a radiant barrier in a vented attic. Those are often cheaper than a full roof replacement. The roof becomes “energy saving” when you pair it with those measures. So my advice is to get a home energy audit first, not a roofing sales pitch. Then decide whether a new roof is part of the fix.
The 25% rule, SB 4-D, and wind mitigation forms
Two legal things matter before you replace a roof in Florida. First, the old “25% rule” used to trigger a full roof replacement whenever more than a quarter of the roof was repaired in a one-year period. That rule came from the Florida Building Code. But SB 4-D, effective 26 May 2022, changed it. If your roof was built, repaired, or replaced to the 2007 Florida Building Code or any later edition, then only the part being worked on has to meet current code. A full replacement is no longer automatically forced. Since the 2007 edition took effect on 1 March 2009, roofs completed before that date generally don’t qualify.
